I think the suggestion of contacting existing FOSS conferences and asking what they use is a great first step for students (user research!)

A few initiatives I do know about:

PyCon - http://mail.python.org/mailman/listinfo/pycon-tech (may be old, last time I was active on that list was something like 2 years ago)

Drupal - http://groups.drupal.org/event-management-systems, and at least one other person is trying to work on a related problem (http://mavergames.org/content/drupal-event-management-system) -- the interesting thing with both Python and Drupal is that they are communities likely to dogfood -- that is to say, "Drupal is a likely choice for a platform to build a conference system with... what does the Drupal community use for their own conferences and gatherings?"

Lather, rinse, repeat for other languages/platforms you might be interested in investigating (Django, etc.)
