It's not for storing video data online, that's what Google Drive is for. It 
even allows you to watch your videos through the Youtube video interface.

If Youtube blocks content in any region then you usually get emailed with the 
reason why. Typically, this is so Youtube is complying with actual law. Germany 
is especially particular regarding music content.

Google Drive combined with Google groups is also Googles solution for sharing 
videos with a smaller, specific audience.

And finally, you aren't entitled to free speech on someone else's platform. 
It's really that simple.

As above, these are just rules, they're not a negative.
