I think the Bill exempts Zionists because no one charges them with hate crimes whilst they routinely physically abuse and kill Palestinians in their apartheid state and their leaders keep calling for their ethnic cleansing which they have been doing since even before 1948 with the result that Palestinians who have not left their land are refugees in its ghettos. As you may know, H.R. 1913, the Local Law Enforcement Hate Crime Prevention Act of 2009 was introduced in the 111th Congress by Chairman Conyers. This bill will expand federal law to protect victims not currently covered, including sexual orientation, gender identity, or disability. Further, the bill will give the Department of Justice power to investigate and prosecute violence that was motivated by perceived race, color, religion, national origin, gender, sexual identity, or disability. The measure also provides the Justice Department with the ability to aid state and local jurisdictions either by lending assistance or, where local authorities are unwilling or unable, by taking the lead in investigations and prosecutions of violent crime resulting in death or serious bodily injury that were motivated by bias. Finally, the legislation makes grants available to state and local communities to combat violent crimes committed by juveniles, train law enforcement officers or to assist in state and local investigations and prosecutions of bias-motivated crimes. Opponents of the bill, including some conservative religious groups, claim H.R. 1913 will restrict free speech or sermons. However, this bill in no way curbs free speech - it only makes it a crime to incite violence by willfully causing "bodily injury to any person, because of the actual or perceived religion, national origin, gender, sexual orientation, gender identity, or disability of any person" In fact, this bill actually contains a provision to protect free speech. Section 8 of the bill reads as follows, "Nothing in this Act, or the amendments made by this Act, shall be construed to prohibit any expressive conduct protected from legal prohibition by, or any activities protected by, the Constitution.." Since my 1974 graduation from seminary and ordination as an elder in the United Methodist Church, I estimate that I have delivered over 5,000 sermons. It would be an act of mental illness for me to support a piece of legislation that would place me at legal risk each time I walk into the pulpit. I am sorry that was disagree on this matter, but in the spirit of Dr. Martin Luther King, who was never indicted or jailed for what many considered to be very controversial sermons, I strongly believe in prohibiting all forms of discrimination, particularly in the prosecution and punishment of violent crimes based on hate, bias or prejudice. All Americans should have the right to live their lives without the barriers of discrimination or harassment. When I was sworn in as a Member of Congress, upholding the Constitution was central to that oath. Each day I strive to represent my constituents by keeping our guaranteed rights in the forefront of my mind, including the right to be free from discrimination or violence as a result of discrimination.
