Navy testing will begin September 2009, if the National Marine Fisheries Service (NMFS) a branch of NOAA, gives the Navy a permit to “take” or kill 32 Species (2.7 million Marine Mammals per year), during this five-year warfare program. If citizens don’t prevail in stopping this Warfare program 2.3 million mammals (32 species), will be killed or harmed each year during this five-year warfare testing program, according to Congressman Henry Waxman. In many regions, the Navy plans to increase the number of training exercises or expand the areas in which they may occur. Of particular concern are biologically sensitive marine habitats off our coasts, such as National Marine Sanctuaries and breeding habitat for the endangered North Atlantic right whale. WAXMAN Member of Congress ___________________________________________________________________________ BASIC INFORMATION RECAP: NOAA Definition: “Take” § Defined under the ESA as "to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct." The Navy Warfare Testing Program will “…utilize mid- and high frequency active sonar sources and explosive detonations. These sonar and explosive sources will be utilized during Antisubmarine Warfare (ASW) Tracking Exercises, Mine Avoidance Training, Extended Echo Ranging and Improved Extended Echo Ranging (EER/IEER) events, Missile Exercises, Gunnery Exercises, Bombing Exercises, Sinking Exercises, and Mine Warfare Training…” which has the potential to trigger earthquakes, pollute the ocean, and harm other marine life, and human health. The Navy 5-year warfare program with missile exercises and live fire bomb blasts, could trigger earthquakes in California and Oregon. This issue has not been addressed. Nor has the issue of marine life that would be damaged by these bomb blasts, the hundreds of airborne and other toxics to be used like white and red phosphorus now being used by the US and Israeli military to burn civilians to death or inflict severe dissability/disfigurement in Gaza, Iraq and Afghainistan. The Navy's proposal also does not address the use of depleted uranium, which is presently gifting the people of Iraq, Gaza and Afghanistan, as well as returning soldiers from the wars in these regions, with cancer, sterility and Gulf War Syndrome, and their children with severe birth defects. The whaling tourism industry and the fishing industry could also be negatively impacted all along Oregon and California’s coastline and these blast could impact birds, fish, and other sources of food for migration and stationary populations of shore and marine life. Toxic airborne chemicals could also expose humans to airborne toxics, with highly negative impacts on water, soils, and air quality.
