The dictatorship is not "starting," it's been ongoing for a long, long time.
It's time the citizenry simply told ALL presidents, governors, etc. that
executive orders cannot lawfully make American law, nor circumvent nor
nullify it, "emergencies," real or contrived, not making any difference
whatsoever. Plus they will suffer death or worse if they insist on it. The
only lawful purposes of executive orders are for such mundane uses as
ordering enough food for White House staff to eat and such like housekeeping
in whatever body is using them.
If they were lawful for what EVERY PRESIDENT IN MY LIFETIME HAS USED THEM
FOR, that is to create, circumvent or alter due law, then congress, courts,
state and local governments, "balance of powers," as well as "rule of law,"
are all a total, meaningless joke as, ergo, none of these groups holds any
real power that "orders" cannot override.
Shades of Henry VIII, "Good Queen Bess," Cranmer, Cromwells one and two, and
all the rest of the murderous Protestant lawbreakers. We are still living
the lawless lives of the "Reformation," Reformed into hell on earth.

In other words, use an executive order to replace the legislature. That is
what we political science majors call the start of a dictatorship.
Other parts of the memo appear to indicate that:
1) A regulatory "crackdown" is coming for business: "An
almost certain increase in the regulated community's interest in getting a
national program in place will be an important side benefit."
2) There is direct coordination between Washington State
and the White House.
Please note that by definition "Facism" is when property/capital is
privately owned but strictly controlled by government.
This needs to be distributed far and wide.
