As a resident of Texas, I am horrified that the privatization of our food
stamp system in 2005 has led to the catastrophe of delays today. We must
prevent further delays by eliminating unnecessary red tape such as a
fingerprinting requirement on food stamp applications.
Our failing system is blocking the federal government from providing another
$1 billion in food stamp aid that would help 650,000 needy Texans. This
crisis must be addressed immediately, and I ask that you call a special
legislative session to do so.

The news is shocking. The federal government wants to provide $1 billion for
food stamp assistance to Texans who are struggling because of the recession,
but the funds are being blocked by needless red tape.1
Unnecessary delays are causing Texas to miss the federal deadlines to
process the applications for funding. And by failing to process applications
on time, Texas creates a barrier to participation that leaves Texas families
hungry.
In these tough economic times, the loss of $1 billion in federal funding is
a crisis for Texas.

Texas ranks dead last among the states in processing food stamp applications
on time, but it wasn't always this way. Texas used to have one of the most
efficient food stamp processes. But in 2005, the legislature outsourced
application call centers to Accenture LLP. This privatization was an
unmitigated disaster, and in 2007 the Accenture deal was abandoned.
The Obama administration's food stamp czar characterized the privatization's
result as a "five-year slide,"2 and he is urging Texas to do everything we
can to reverse the trend, including eliminating a time-consuming
fingerprinting requirement (something only required by two other states).
The fingerprinting requirement is one of the principal drivers of the delays
we are seeing, but it's one that only the legislature can fix.
We cannot wait until the legislature comes back into session next year. The
loss of $1 billion in federal funding is a crisis for Texas, and we must
demand a special legislative session to address it now.
