Public bug reported:

Test case:
 - Dial a voice call
 - Open the key pad
 - Short (less than ca. half a second) tap on key 5
    ==> /home/phablet/.cache/upstart/dbus.log prints 'start tone "5"'
    ==> DTMF tone is sent to the called party
 - Long (more than ca. half a second) tap on key 5
    ==> no 'start tone' log print, no DTMF tone sent

The duration of the user's key press does not really make a difference
(the tone sent to the network always has a constant length), but a long
press should work just like a short one.

Found while working on bug 1187453. Tested in mako HW, image 145.
