Andy, you probably already solved this, but just in case. In your log it says you have this Version of initramfs-tools-bin on system is 0.99ubuntu13.5
The the corresponding 0.99ubuntu13.5 packages are available in http://security.ubuntu.com/ubuntu/pool/main/i/initramfs-tools/ So just replace the 13.1 in Chris' instructions with 13.5 and it'll work.
