  When I upgraded some cup lib packages (not cups-daemon or cups-browsed), I 
couldn't stop cups:
  sudo stop cups
- sudo stop cups-browsed
+ sudo stop cups-browsed # they both say they've stopped......................
  sudo netstat -tapd #they're still running!!!! grrrrrrrrrrr
  
  Funny I had the same problem with 13.10
  
  I'm running a Xubuntu 14.04 LiveUSB.
