Have you already tried to reboot? Or to manually kill remaining
instances of cupsd and cups-browsed? After having done that will cupsd-
and cups-browsed correctly disappear when stopping them?

  Cannot stop cups-daemon, cups-browsed servers after upgrading certain
  packages 14.04

Status in “cups” package in Ubuntu:
  Incomplete

Bug description:
  Cups needs to be taken out of a default Ubuntu installation!!!!!!!!!
  (I don't know where to put this message, but here seems OK)

  The cup lib packages upgraded:
  cups-bsd_1.7.2-0ubuntu1.1_amd64.deb
  cups-client_1.7.2-0ubuntu1.1_amd64.deb
  cups-common_1.7.2-0ubuntu1.1_all.deb
  & I installed many other packages.... http://paste.ubuntu.com/7878528/

  When I did the above, I couldn't stop cups:
  sudo stop cups
  sudo stop cups-browsed # they both say they've stopped......................
  sudo netstat -tapd #they're still running!!!! grrrrrrrrrrr

  Funny I had the same problem with 13.10

  I'm running a Xubuntu 14.04 LiveUSB.
