Title:
Wizard should look in each SIM card modem for a SIM rather than just
  the first one

Bug description:
Right now, the wizard is hard-coded to look at the first SIM modem for
a card. It should look in all modems.

Apparently we don't have a good API for that yet:

<mterry> boiko, what's the best way to ask if there is any sim card in any of
the modems from qml?
<boiko> mterry: no way right now, I was discussing with salem_ about that, we
need to change the connection status report in telepathy-ofono

So I'm thinking as a stop-gap solution, we should at least query the
first two modems instead of just one. Dual SIM is common, but three
  SIMs is less so.
