This is definitely a bug, because layout does *not* imply typing language, as OP says.
It is also surely the most important missing feature of the OSK. By example a french user is going to use an azerty keymap even when writting english bug reports (example right here ;-) The current code makes the assumption that you want to spellcheck in the language matching the current keyboard layout, that's not true and should be changed.
