Please note that this bug report is 7 years old. Since then Ubuntu has switched from OO to LO. The sync of the current libreoffice-dictionaries version in Debian will be considered a fix of this bug.
I can't tell if there is a particular mechanism in place to handle the possible conflict you mention. I imagine that if you for example download hunspell-gd from the LO site, you'd better uninstall the hunspell-gd package before installing the other spellchecker. To the extent this is an issue, it's not a new issue triggered by the fix of this bug.
