  [wily] installing juju-local on ARM64 failed. broken apt dependency

Bug description:
  Installing juju-local on ARM64 fails due to broken dependency.
  running apt-get install -f does not solve this.

code. See "systemctl status lxc-net.service" and "journalctl -xe" for details.
