Bug description:
Test case.
- Flash the phone (krillin, with an external card inserted).
- Select Spanish.
- Reboot it.
- Open the messaging menu.
Expected result.
- The storage notification timestamp is localized.
Actual result.
- Timestamp is shown in English.
