This is still happening to me. It's getting annoying to switch to other browsers just for the occasional video.
If I play a youtube video, when I look in the Applications tab of the Sound panel in System Settings, it doesn't even show up in the list of applications that are playing sound. So it looks like it never connects to pulseaudio.
