  [messaging-app] Messages timestamp doesn't regard localization

Bug description:
  Having the phone set to a locale with 24 hour clock doesn't affect the
  message's timestamps, both in the conversations list and inside
  conversations. All dates/times are still printed in 12 hour format
  with AM/PM.
