  Location indicator switches are off and won't switch on if HERE T&Cs
  were not accepted in the wizard

Bug description:
  Steps to reproduce:

  1. Boot the device and run the wizard
  2. On the Location screen select the first checkbox 'Allow apps to use your 
mobile and Wi-Fi networks to determine your location'
  3. Tap Continue and finish the wizard
  4. Skip the edges demo and open the location indicator

  Expected result:

  Switches are on but HERE T&Cs are not shown

  Actual result:

  Switches are off and toggling them on doesn't work (they switch off
  after a few seconds), and HERE T&Cs are not shown
