Public bug reported:
I have a Microsoft Arc Mouse Surface Edition, and tried to pair it with
my Ubuntu (trusty) desktop.
It shows up in the pairing gui with a little mouse icon, but the UI
offers no option to pair to the device.
On Ubuntu touch, system settings never shows the device as something
that can be paired to.
