I think you will see this bug on displays where the DPI and stars align such that the glyph strokes are about 1px wide (e.g. my 24" 1920x1200). This might be related to bug 1510382 actually...

Even without that this bug is significant because small glyphs are aliasing with the pixels; sometimes one pixel wide but sometimes less (so shown dimmer).
