I believe this was triggered by an attempt to upgrade initramfs-tool
when the system already had a version of initramfs-tools from 14.04.

Bug description:
  Looks like libudev1 isn't even available for 12.04. So:

  # apt-get -f install
  Reading package lists... Done

   initramfs-tools : Depends: initramfs-tools-bin (< 0.99ubuntu13.2.1~) but

   linux-headers-server : Depends: linux-headers-3.2.0-59-generic but it is not 
installed
   linux-server : Depends: linux-headers-server (= 3.2.0.53.63) but 3.2.0.59.70 
is installed
  E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by 
held packages.
  E: Unable to correct dependencies

  # lsb_release -rd
