I would suggest that in these situations, the active/focussed tab should show 
the 'close' icon.
All other tabs should show fav icons until they are selected/focussed.

In other word;,  the user can easily close the current tab with a single
click, but in order to close other/inactive tabs they will have to first
select/focus them - this helps us avoid very annoying situations where
attempting to select/focus a different tabs results in accidental
clicks/taps on the 'close' icon.
