If you update to this following https://help.ubuntu.com/community/BIOSUpdate does it change anything? But this is very annoying. I would expect that those "extra" events inherit modifiers from the "original" events, no matter what happens on the keyboard. Also, it happened to me quite a lot recently (14.04 upgrade?), so I suspect this might be due to a recent change.
