I'm not sure that's true. You can always access the panel by swiping
from the top. Not sure if you want to have the panel on screen all the
time if, say, you're on hold and playing a game or watching a video in
the mean time.

  active phone call panel gets hidden when camera is open

Bug description:
  latest rc-proposed on arale

  - Place a phone call
  - switch to dash
  - see the in call panel (green) at top of device
  - launch the camera app

  Expected results:
  - in call panel should stay on top and always be visible

  Actual results:
  - in call panel is hidden. suspect this will be the case when any fullscreen 
window is shown
