Running app not given focus when selecting from app scope

Bug description:
mako with r63
Was using a number of apps and had 4 or 5 open
I selected the Weather app from the dash and it did not appear
Then tried settings, also failed to be promoted to active
Once I selected apps from the spread things started working again
Only seen once
