  Steps:
  * flick any scope past its top edge quickly

  Expected:
  * view springs back to its top position

  Current:
  * scope is refreshed

  
  The "drag-to-refresh" should require a certain (small) velocity at the end of 
the gesture, not only distance, to trigger.
