Software Updater not listed while Alt+TAB-ing

Bug description:
When Software Updater flashes with available updates and becomes
available in the Launcher, it is not accessible via ALT-TAB-ing.
Software Updater is not listed in the ALT-TAB list at all. Please see
the image.
Switching via Launcher (Super+TAB) works.
