I have heard that there is an issue with ALT+GR in mir. I filed the bug here because I didn't know where to file it. Sorry.
I think this bug is critical because in Spanish you can't use a keyboard correctly with the new Ubuntu Tablet. The specific symbols like ? or - are in different keys than those they are printed. This is expected. If I choose 'Spanish' from 'Settings > Language and text > External keyboard' I can write almost all characters and specific symbols except those which you have to press ALT-GR key. The accented characters are impossible to obtain, i.e., I only can write Sabado instead of Sábado. I have compared /usr/share/i18n/charmaps/ES.gz in desktop and phone and they don't have differences.
