repositories) via Synaptic or command line:
sudo apt-get install libdvd-pkg
Follow libdvd-pkg's instructions to let it download, compile, and
install libdvdcss.

the name of the file has changed on VLC server. Line 95 has to be
changed from:
wget ${site}libdvdcss_${uversion}.orig.tar.gz
to:
wget ${site}libdvdcss_${uversion}.orig.tar.bz2
