The long standing intention is to remove this toggle as it is actually
not intended to be available. GPS is enabled on demand when the service
requires it.

GPS always on after start-up

Bug description:
Device: Meizu MX4 OTA-10
I noticed that after starting my device the GPS toggle button inside
battery-settings is always on, even if I set it to off previously.
Confusingly the position-tracking is off in Security/Location
settings. I wonder if the GPS is really on, and if yes, how much
battery power is lost thereby.
How it should be:
When the user turns GPS off, it should be off on next reboot, too.
