Public bug reported: When restarting from scratch, the previous WiFi enabled state is remembered and restored. However, when logging back in after a Log Out, the WiFi is sometimes (but not always) disabled.
This might have been reported under Ubuntu 15.04 and certainly occurred under 15.10.
