Public bug reported:

When restarting from scratch, the previous WiFi enabled state is
remembered and restored. However, when logging back in after a Log Out,
the WiFi is sometimes (but not always) disabled.

This might have been reported under Ubuntu 15.04 and certainly occurred
under 15.10. Unfortunately, it has not been fixed for 16.04 LTS.
