Bug description:
Apparently caused by upgrade from 15.10 to 16.04.
sudo apt-get install --reinstall libvo-aacenc0:amd64 <did not work.
sudo apt-get purge libopencore-amrwb0 && sudo apt-get install
libvo-aacenc0:amd64 <seemed to resolve the issue.
