This seems to have been an issue with update-rc.d and script headers of the
init scripts.
Due to the fact that it worked throughout testing and for most other users I
would assumed for now that was either a manual change in one of those files or
a short time where dependencies between this and the init script changes broke
it. Since that was the time where we swicthed to systemd. Similar to fixes like
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=755936
I checked and as expected none of it reproduces in any recent release nor in
Trusty which was before.
Also since Xenial we (and Debian) have totally dropped the update-rc call.
That said I think it is correct to mark as fix released.
