Bug description:
build 14 on Krillin
- launch camera-app
- switch to Photo Roll view
- swipe back to dash
- launch messaging app and create a new message
- press camera icon and then select Camera app from list
Expected results:
- camera-app launched showing viewfinder in picker mode
Actual results:
- camera-app launched but showing Photo Roll view
