Confirmed. The other pickers (Linear and Infinite in the gallery) work
as expected. Only the circular one seems to have the bug.

How to reproduce:
* qmlscene
/usr/lib/x86_64-linux-gnu/qt5/examples/ubuntu-ui-toolkit/examples/ubuntu-ui-toolkit-gallery/ubuntu-ui-toolkit-gallery.qml
* Go to the Pickers tab
* Press the mouse on a circular picker
* Move the mouse slowly down
* See how picker moves, but when you get outside the picker it stops moving
* Now release the mouse, see how the picker starts moving again (simulates
inertia)
In my opinion the picker should keep moving while you drag the mouse
even if it's outside the picker itself, or (worst solution for me)
don't generate inertia if the release is outside the picker, since
this move+don'tmove+move again pattern is quite strange.
