Let me rephrase after having understood this bug properly. We currently do display the name (as set in the first-use wizard) on the tablet, not yet on the phone - but we'll be converging the two in the coming months.
So we're still missing a way to set it in the settings app, but also displaying it in the phone greeter. Now whether we want this to be optional is another question. Could be considered a privacy issue in theory.
