Bug description:
STEPS:
1. flash frieza with latest image
2. swipe down the system indicator
3. set desktop mode to on
4. press and hold the power button and select restart when the dialogue
appears
EXPECTED:
I expect to login and the system to be in windowed mode still
ACTUAL:
On logging back in, the system is back in fullscreen mode not windowed.
