With bug #1565763 fixed the scopes display well by default. However,
it's possible to get into situation where the icons are vertically
squished instead, see attachment.

seems... 

Ways to produce is swiping from down to up (for scrolling down) when the device 
is busy like after boot and/or starting some other application or when the 
swipe introduction app is running. Instead of scrolling down after the Unity 8 
is free to process events again (or for whatever reason it's temporarily 
stuck), all the icons are displayed as in the attachment instead.
