This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

Title:
  Bluetooth works, but System Settings can't turn it on

Status in bluez package in Ubuntu:
  Invalid

Bug description:
  gnome-control-center 1:3.6.3-0ubuntu45.2, bluez 4.101-0ubuntu8b1,
  Ubuntu 13.10

  1. Open System Settings > Bluetooth.
  2. If Bluetooth is off, at a terminal, turn it on using "sudo hciconfig hci0 
up".
  3. At a terminal, "bluez-test-adapter list | grep Powered"
  4. Turn off Bluetooth.
  5. At a terminal, "bluez-test-adapter list | grep Powered"
  6. Turn on Bluetooth.
  7. At a terminal, "bluez-test-adapter list | grep Powered"

  What happens:
  3. Powered = 1
  5. Powered = 0
  7. Powered = 0

  What should happen:
  7. Powered = 1

  This does not happen on every machine, but it's reproducible on mine.
