Surprisingly switches away from symbols

Bug description:
Steps:
* switch to symbols
* tap the apostrophe key
Expected:
* symbols mode is kept
Current:
* you're back to letters
The biggest problem for me is that it's not obvious - some keys will
switch you back to letters, some won't. It's a surprise every time...
