Thanks for pointing me to the TLS error, I should've spotted that.  The
certificate pointed to by olcTLSCertificateFile had had its permissions
changed so that it was unreadable by slapd; not sure how. I reset the
permissions, and now slapd starts normally.

  slapd startup fails with "connections_destroy: nothing to destroy"

Bug description:
  I just upgraded slapd from 2.4.42+dfsg-2ubuntu3 to 2.4.42+dfsg-
  2ubuntu3.1, in xenial.  Now slapd won't start. The attempt fails with
  "connections_destroy: nothing to destroy":
