When in desktop mode with a mouse and a launcher full of apps, hovering
the cursor on top of the launcher doesn't do anything. It should reveal
stacked icons top and bottom, just like in Unity7.

Bug description:
When in desktop mode with a mouse and a launcher full of apps,
hovering the cursor on top of the launcher doesn't do anything. It
