This is true of all of the contents of the initscripts package, which we want to have implemented with native systemd units on systemd-based systems. And this is being dealt with by the wholesale removal of this package from the base install, in yakkety and beyond. And these services are all masked by systemd (e.g., /lib/systemd/system/urandom.service -> systemd-random-seed.service), so the boot time impact is nil.
