Bug description:
  Before the new design, the clock app had a setting for 12h or 24h (bug
  1268158). With the new design, that is now gone, and there is no way
  to get a 24h clock, when using a locale that defaults to 12h.

  This should probably be a setting in the Time & Date settings control
  panel, rather than in the clock itself, but I'm filing it in both
  places, as previously setting the format in the clock did not affect
  the format in the rest of the system (as such a setting should do).

  gsetting  com.canonical.indicator.datetime time-format controls this
