   df says / out of space but isn't

Bug description:
  when I do a df, I get:/$ df -h
  Filesystem Size Used Avail Use% Mounted on
  /dev/sda2 20G 19G 4.6M 100% /

  udev 1.8G 12K 1.8G 1% /dev

  but according to

  9.1M ./bin

  666M ./lib

  0 ./mnt
  0 ./opt

  says that nothing in / could be taking that much space, so a bug
