Public bug reported:

Differently from what reported in
https://www.freedesktop.org/software/systemd/man/systemd.exec.html,
systemd not only ignores lines starting with '#' in EnvironmentFiles,
but also lines which contain a '#' in any place.

Discovered with opendkim, where the file /etc/default/opendkim contains
several options with in-line comments, and systemd wasn't populating the
SOCKET environment variable correctly.

** Affects: systemd (Ubuntu)
     Importance: Undecided
         Status: New
