This is currently per design like this. However, with the upcoming
visual changes in the spread we'd have the app icon and the title always
visible, so that should help. Also as tiles will be square in the
spread, we might be able to do some trickery.

  M10 Ota-11

  Holding the device in landscape mode, open any app.
  With rotation lock not enabled, rotate the device, and open another app.

  Slide from right to see all the running ups, and you'll see that both
  apps are differently rotated. I'd expect that both look as they'd look
  with current orientation.
