  no cellular connection and settings

Bug description:
  no cellular connection and settings (arale/rc-proposed)
  i have no idea how to reproduce this bug but it already happened 3 times to 
me, the cellular icon (indicator) is gone and also the the "Cellular" entry 
from System Settings/Network (see screenshot). when it happens i can't dial or 
receive calls. the most annoying thing is that i am not allays aware that i 
don't have cell connection since the only giveaway is the missing cell icon.
