AFAIK the icons in the header are not for rotating but for undo and
redo. IMO they should only be visible if there is something to undo or
redo to avoid confusions.

  Rotate icons in edit mode don't do anything

Bug description:
  Select a photo and go into edit mode.
  The header presents two curly arrows facing up and down.
  Click on the arrow and nothing happens.

  They seem to get activated after using the other rotation option shown
  at the bottom (why do we have two?) but then only one or the other
  control works at a time.
