libtiff5-dev does have Provides: libtiff-dev set
http://anonscm.debian.org/cgit/collab-
maint/tiff.git/tree/debian/control#n43
Because of how libraries work in Ubuntu, we can't just have the library
package libtiff5 provide libtiff but it also shouldn't be an issue.
You're welcome to open another bug with specific steps you've tried if
you still can't get jhbuild to work right with tiff.

Title:
provide symbolic packages libtiff and libtiff-dev
Status in tiff package in Ubuntu:
Fix Released
Bug description:
It'd useful to provide the symbolic packages `libtiff` and `libtiff-
dev` which point to `libtiff5` and `libtiff5-dev` respectively. This
eases up some compilation tasks, e.g. in `jhbuild`.
